Community Update
Keystone Property Management:
By now every household should have received the introductory correspondence from Keystone Property Management Co. Please review that correspondence and make a permanent record of their vital statistics to allow each homeowner the ability to communicate quickly and effectively. Keystone is our fulfillment company that is charged with the responsibility of managing the day-to-day operation of Kenwood Village. As such, all issues, problems or concerns are to be communicated directly to Keystone. They will inform the KVPOA Board of Directors of all activities and seek the Board’s assistance when required. Following this procedure will eliminate the possibility of the majority of miscommunications.

Turnover Update
As we progress through the turnover process, the KVPOA and our committees will be assuming a larger role in administration and management of our community affairs. I’m quite sure that many of you have noticed good progress to date with more to come very shortly. The turnover of the files and miscellaneous documents occurred the week of March 28th 2005 and the Kenwood Village Board of Directors accepted formal turnover effective May 2nd 2005. Brackett and Company will be furnishing a one-year warranty on our Gatehouse Security System from date of turnover. The Irrigation System will be managed as a separate turnover item (more on that subject later in this update).
As a normal business practice, all financial documentation received by the KVPOA from Brackett and Company is now under thorough review by a Certified Public Accounting firm hired by the Board of Directors. This "good business practice" will verify accuracy and aid the Board of Directors to establish a forecast for the 2006 Operating Budget.
Missing Street Lights
In late 2004, we met with a representative of FP&L to inform them that their contractor had shorted (4) streetlights in Kenwood Village. During the week of 3/21/05, (3) out of (4) were installed. The fourth was installed upon availability of an underground boring machine that will the power cable from the west side of our entranceway to the east side where the fourth light was installed. These streetlights are now activated and the project is completed with only minor cleanup work remaining. Kenwood Village will be credited back charges for the 4 missing lights after the past billing has been reviewed and rectified.
The streetlights are leased from FP&L. We investigated the possibility of breaking the lease and purchasing our own lights outright. Breaking the lease would mean that FP&L would remove all streetlights and wiring. After investigating repurchasing and reinstalling (37) new lights, it was determined that the effort would be cost prohibitive and we would be far better off maintaining the existing lease.
Gatehouse Renovation and Repair
Brackett & Company has hired a contractor to repair our damaged gatehouse. Repair of the gatehouse has begun with the replacement of the soffit and repair of the overhead soffit lighting. The repair of the faceure and the large crown molding will commence upon receipt of the building material.
Our gatehouse provides a unique opportunity in two areas. The interior renovation was not part of the specifications for our community and as it stands now, it is wasted space that offers no benefit to the community. In a conversation with our resident IRC Deputy Sheriff Chris Cassinari, Chris stated that "If we had a convenient place for other IRC Deputies to do their paperwork on the evening/ late night shifts (like our gatehouse) and make it available to them, we could expect to get good police presence during the night hours at no cost. Chris will do his best to make that happen.
As the board pursued the gatehouse interior renovation issue with Brackett & Company, Mark Brackett made us an offer that we would be fools to refuse. He stated " that if the KVPOA would fund the electrical work and the A/C (small unit will be adequate), Brackett & Company would install the ceiling, sheetrock the walls and tile the floors at his expense. At a very minimal expense, we will have a place to hold board/ committee meetings, a place for the police to do paperwork, a place for our residents to meet and plan activities etc. In short, a cost effective WIN WIN for everyone.
Community Efforts
Committees are forming and we need good people to help. Our goal is to make our community the envy of all of our Vero Beach surrounding communities. Many of our community minded people have joined our committees while many other part time residents seem reluctant to join. Let me try to quiet some their concerns.
1/ We welcome all fair-minded residents who wish to make a constructive contribution to our community (people with downside attitudes need not apply).
2/ People who are not full time residents can participate while they are here. Our committee activities will continue during all 12 months however, the summer schedule will be less active with meeting held to a very bare minimum.
3/ A "Community Effort" is just what the name implies. Everyone is welcome to participate whenever and wherever our residents see fit. As you can all understand, participating has its moments, but overall is or can be a very rewarding experience.

Pool News
First, we would like to thank Dominic Bucciero, Vicky Valerioti and Jeff Chestine for their valuable assistance. As a member of the Pool Committee, Dominic secured and landscaped the area around our new French Drain and restaked many of the flowering trees in the pool area. Vicky has been a major force in rewriting our "Pool Rules and Guidelines" and has accessed a wealth of information from the internet. Jeff is our new committee member who has also made many suggestions and observations that will enhance the pool experience for everyone.
1/ Before leaving the pool area, please don’t forget to gather all your belongings
(A pair of dungaree shorts was left behind last week). Please deposit all unwanted containers and debris in the appropriate receptacle.
2/ Our cleaning contractor cleans once a week. Please DO NOT deposit dirty diapers in the pool waste containers.
3/ Please be reminded that children wearing diapers are not permitted in the pool at anytime.
4/ Please report any unusual or inappropriate behavior in or about the pool area or parking facility. Please be reminded that, an adult member of each household using this facility must accompany any minors.
This is a very active committee making tough decisions dealing with a highly visible area of our community. Please look forward to more pool updates as we go forward.
Not all the news coming out of the pool area is good news. Inappropriate behavior has been reported and some vandalism has occurred. Two of our umbrellas and stands have been stolen. A police report has been filed. We ask our residents to report all unusual circumstances to the proper authorities.
Irrigation Update
Thus far in our dealings with Brackett & Company we are convinced that they are sincere in providing a full functional Irrigation System adequate to the needs of Kenwood Village. For that reason, the KVPOA board is working with Brackett & Company investigating all system design and procedural alternatives. We are pleased to report that our patience, trust and confidence in Brackett and Company has been rewarded. On May 10th 2005, we were informed by Brackett and Company that they will be furnishing a second Irrigation System Pump house that will double the capacity of our existing system at no additional cost to our community. This is a major accomplishment for everyone. This Board has demonstrated the ability to conduct business in the proper manner and by doing so, gained the trust of our developer. We have avoided unnecessary consultation, long construction delays while we collectively worked on other projects to enhance our community. The net result is that we have arrived at a constructive solution and avoided costly legal fees for all parties.
While we await construction of the new pump house, lets not be part of the problem. According to our bylaws, "All lot owners shall strictly adhere to the irrigation schedule". If hand watering is required in areas of new plantings etc., please use your garden hose. There is no need to water the entire lawn.
If you have a controller that you suspect is not functioning properly, please notify Keystone Property Management Company. They will contact our Maintenance Committee chairman who will help verify the controller functionality. If you have received a notice that your controller is defective, please have it replaced or repaired immediately. Our residents who have digital controllers may not be aware that the controller has a 9 Volt battery back-up capability to maintain memory in the event of a power outage. Once the resident has purchased a standard 9 Volt battery, notify Keystone Property Management who will make arrangements to have a member of our maintenance committee visit with the homeowner and provide installation guidance and instructions. The batteries should be replaced periodically and will provide program memory protection against brief power outages and resulting controller damage.
Paving
The final lift of pavement has been completed with only minor repairs still pending. Enjoy the smooth ride in and out of our community.
Parking
Street parking continues to be a problem in Kenwood Village, especially overnight street parking. We have narrow streets that are difficult to traverse when vehicles are left on the street. Please park vehicles on the driveways and avoid parking on the street whenever possible. We have been requested by Emergency Services to keep the streets as clear as possible to allow free passage for emergency vehicles responding to calls. Emergency vehicles are larger and are more difficult to manage in restricted situations. The management of parking problem in Kenwood Village will require the ongoing cooperation of all of our residents. Here are a few suggestions that might help.
1/ Know your neighbors. Know when they are here and when they’re away or gone for the summer. Offer your driveway for parking in time of need and ask them to reciprocate in return. In short, work collectively toward the common goal of keeping parked vehicles off the street whenever possible.
2/ Submit any constructive suggestions in writing directly to the KV Board by placing your suggestions in the mailbox marked KVPOA located next to the entrance of the Pool Parking Area.
3/ The board is currently trying to develop a program for those rare instances when no other parking alternative is possible.
