Newsletter January 2006

Happy New Year to all.

It has been a very active year for the Board of Directors with many good things to report. Most of the problems that were passed to the board following turnover have been solved, however there are still a few unresolved remaining. The most significant issue yet to be completely resolved is the irrigation system. The board continues to pursue these issues vigorously with the intentions of resolving all issues in the best and most favorable conditions for our property owners. Throughout the new year and beyond, your board of directors will make a consolidated effort to keep our community well informed of the important and relevant issues in a timely fashion.

Year in Review

In 2005 we have had many accomplishments that have raised a sense of community pride.

Just to name a few.

Perhaps the most important and significant of these accomplishments occurred in late December. Brackett & Company agreed to pay the KVPOA the $24,400 shortfall that was discovered by our CPA firm. The resolution of this issue was accomplished through a professional business approach that started with the hiring of an excellent CPA firm. Our accounting firm provided detailed documentation and technical explanations that allow this issue to be resolved without the need for extensive and costly litigation.

Some of you have inquired if we will be refunding the general assessment of $300 per household. Unfortunately, the answer to that question is NO. The majority of that money will be used to reimburse the reserve fund that was used to subsidize the budget shortfall created by inadequate monthly maintenance fees throughout 2005. The remainder will be placed in the operating budget and used to fund any necessary improvement projects.

Keystone Property Management

Please keep in mind that Keystone Property Management is your first and primary point of contact for the resolution of any community issues. That is their job. Some of you have expressed concerns about Keystone Property Management not being responsive to your calls. Barbara Murray is your primary point of contact. We can assure you that Barbara is a very capable person and as such, she is very busy managing the affairs of Kenwood Village and other properties. Barbara responds to her calls on a first come first serve basis with emergency calls taking the highest priority. If your call is not an emergency, it may take Barbara some time to get back to you. Barbara is not in her office in the morning. She is out performing her fieldwork with our property and the other properties that she manages. The best time to reach her is in early afternoon. She has told the board that if she receives a non-emergency call in early afternoon that she will do everything possible to resolve the issue that day or by the following morning the next day. Emergency calls are handled as quickly as possible.

Please DO NOT call Keystone with problems that are associated with your individual home i.e. leaking toilets, missing newspapers etc. These types of problems are for the homeowner to resolve, not Keystone and only occupy Barbara’s time in a non-constructive manner.

Board of Directors election results

During the December general meeting and in accordance with the Covenants, Conditions and Restriction documentation our Board of Directors was expanded from 3 to 5 members. The following members were elected to the board.

Irrigation System Update

It is important for each homeowner to know that the association is responsible for the pump house and the 4" main line that circulates throughout our community. From that point forward is the property owner’s responsibility. That includes all solenoids, sprinkler heads, controllers and piping. In addition, every property owner is required to maintain the current sprinkler schedule provided by the community. The sprinkler schedule is tightly coordinated with the capacity of the pump stations. Once your controller has been programmed, your lawn and garden areas will automatically receive an appropriate amount of water to maintain your property. For those of you that have digital controllers, an internal 9 Volt battery needs to be checked and/ or replaced each year. Failure to do so will result in loss of the program memory in the controller that could potentially impact the entire system. Each day the irrigation system is shut down between the hours of 9am to 8pm. If a property owner needs to perform maintenance or verify system functionality, please contact the maintenance committee for assistance.

Starting on March 1, 2006, the St Johns Southeast Water Management District will be limiting watering to twice a week. We will be issuing a new irrigation schedule to conform to their requirements at that time.

Kenwood POA Committee Reorganization

After a year in operation, there has become a need to reorganize our committee structure to be more effective in the community. For those of you that have worked on committees that have been reorganized, we thank you for your services and hope that you will become active in other areas. There is a real need for property owners to get involved. The new committees are forming now and are as follows. If you are interested in helping, please contact Buzz Errickson at 567-8274.

Maintenance Fees

Maintenance Fees may be paid monthly, quarterly, semi-annually or annually

 

 

KVPOA Board Availability

Starting on January 14th 2006, a board member will be available at the gatehouse on every other Saturday between 10am-11am (the second and fourth Saturday of each month).

Semi Annual Meetings

The board of directors will be holding semi-annual open meetings in June & November to update our membership, answer any questions, discuss concerns and accept recommendations.

Quarterly Newsletter

The administration Committee will be publishing a quarterly newsletter to keep our community updated on all activities and issues.

Open Houses

Residents/ Realtors desiring to hold open house activities for the resale of any home within Kenwood Village must contact Keystone Property Management to schedule such activity at least 2 weeks prior to the event. The front security gates will be scheduled open by date and time as determined by the board.

Garage/ Yard Sales

Following the recommendations of Brackett & Company, garage sales were not permitted within Kenwood Village for safety, liability and security issues. Our streets are very narrow and parking is always an issue creating the possibility of unattended children running between parked cares. However our new board is revisiting the issue and is considering a "once a year" community wide garage sale event that could include non-resident visitation and participation with scheduled gate opening for a predetermined time frame. Board to advise!

Pet Waste Incidents

All of our pet owners MUST pick-up after their pets. This is a common sense rule that is specifically covered in our community documents. There have been many occurrences throughout our property and as a result, many complaints made to the Board. Leaving pet waste for others to view and deal with is a disgusting and un-neighborly practice that will not be tolerated. If you own a dog, carry a disposal bag and use it at all times. We are requesting that all residents report any observed violations to Keystone Property Management with the name of the violator (if known), type of pet and approx. time and date of the incident.

Gatehouse Availability

The gatehouse renovation has been completed. The facility is complete with A/C, water cooler with small refrigerator area, tables and chairs, excellent lighting and paddle fan. The area can accommodate approximately 16 people conveniently and is ideal for committee meetings, clubs or small gatherings. Please be aware that parking is very limited. Also, the gatehouse does not have rest room facilities. This meeting room is available to all of our residents upon request. Please contact any board member to reserve the space for your planned activity.

Neighborhood Watch

Here are a few tips to help keep your home and belongings safe and secure.

If you see something that just doesn’t look right, report it to the IRCSD.

If your garage door doesn’t need to be open then keep it closed. Why let someone see what’s available to steal.

Call 911 to report any incidents such as trespassing, vandalism, breaking and entering, assault (physical or verbal) or mischief.

Know your neighbors by keeping a watchful eye on them and their property. The recent death of one of our more reclusive neighbors led to a tragic discovery many weeks after his death from natural causes. Be a good neighbor by fostering a relationship that will be mutually beneficial, rewarding and secure.

Improving our look

Please do not place your trash disposal containers at curbside too far in advance of pick-up. Any time from late afternoon of the day before pick-up would be best. Following pick-up, please secure your containers so that they are hidden from view. This will go a long way toward keeping our community attractive.

Covenants, Conditions and Restrictions

Each of you should have a copy of these documents in your home for reference purposes and should be read from time to time or when planning activities that may affect the community. In the past many homeowners have overlooked these documents and suffered unnecessary personal expense as a result. If you don’t have a copy, we suggest that you photo copy your neighbor’s documents or purchase a copy from Keystone Property Management.

Landscaping Improvements

We encourage all of our homeowners to improve the look of their properties. There are a few things to be remembered when improving your landscaping. Our landscaping contracts are paid only for the original landscaping package. Those of you that have elected to expand your shrub areas, added trees or expanded landscaping areas, you must maintain these expanded areas on your own. Things such as mulching, re-mulching, trimming, edging and weeding must all be done at the homeowner’s expense. If you so desire, you may contact Gulfstream Landscaping our contracted company and have them do this additional work at the homeowner’s expense.

Re-Mulching

Re-mulching of all mulched areas (common and residential) within Kenwood Village will take place in January/ February 2006. Only Red Mulch will be applied. Those of you that have changed to natural colored cypress mulch must maintain your own beds or accept a red mulch application over the top of your current mulching. If you do not want the red mulch application, please notify Barbara Murray of Keystone Property Management immediately.

General News

Tom Hendricks and Alex Piranian have agreed to serve in an advisory capacity to the new KVPOA Board of Directors.
